In the case of WB&TS of Penn it is Harold Corkern. Not sure when he took over but his predecessor was Robert Ciranko who was rumoured to have died of Covid. This proved to be untrue and in fact he is on a very recent video.
Even the "real" presidents have been demoted in WT history. Knorr was recently referred to in a video as "one of those taking the lead at that time".
The GB are the rulers even though in 1971 when the GB was founded they were supposed to be in charge of the spiritual things and the directors etc would run the companies. See 15 December 1971 WT.

the book reasoning from the scriptures was released in the 1980's, and it was used at virtually every meeting for service, every service meeting, and every theocratic ministry school meeting thereafter.
many jws had copies bound together with their bibles.
it was huge in jw land back then.. at that time, with the reasoning book, jws were trained to keep conversations going in spite of objections, to almost stick their feet in people's doors to keep conversations going, to defend "the truth," to argue doctrine, etc.. compare the situation today with that of the 80's.
"Make Sure of all Things" has very recently been replaced by the brochure "Scriptures for Christian Living". (SCL) It is available in print or in JW Library. There was a recent video about it also. As I recall the Reasoning book was not mentioned. The dumbing down continues.
Our current bunch of elders couldn't manage a tome like "Equipped for Every Good Work" mentioned here earlier, let alone the average publisher.

Last year the Service Report was published on 10th January 2023 so there's still time. I think this will be the last one however, most of the significant changes have taken place after 1st September 2023.
